Push change from within for reforms to happen
Various studies on Capacity Development have demonstrated that institutional culture and leadership are important factors for the effectiveness of expected results delivery. However, “doing business as usual” won’t help an institution grow toward full realization of national development goals. During the Learning Network on Capacity Development(LenCD’s) meeting on Change Management and Making Reform Happen that took place in Brussels on 20th to 21st June, 2013, followed by the LenCD General Assembly it was argued that the change in culture and leadership is inevitable but should be done incrementally. Also presented were new ways of identifying institutional capacities and alternative approach of measuring institutional results.
