Terms of Reference for the Joint AUC-NPCA-AfDB SE4All Africa Hub hosted at the AfDB

As part of the Sustainable Energy for All (SE4ALL) Initiative implementation structure, three regional hubs (Africa, Asia and Latin/Central America) are envisaged to be set-up to facilitate and coordinate the implementation of the Initiative. It is envisaged that the Regional Development Banks would play the lead role on these hubs. As far as Africa is concerned the AU Conference of Energy Ministers of Africa (CEMA) decided in November 2012 that AUC, NPCA and AfDB should coordinate the implementation of SE4All in Africa. Accordingly, the establishment of a Joint AUC-NPCA-AfDB SE4All Africa Hub hosted at the AfDB is envisaged. 

The following sections provide an overview of the SE4ALL Governance structure, lay out principles to set-up and operate the SE4All Africa Hub, present the core activities of the hub, and its resource requirements.
